Paraguay Shanks & Pottenger say that spring transitions are 01:00 -> 02:00, and autumn transitions are 00:00 -> 23:00. Go with pre-1999 editions of Shanks, and with the IATA, who say transitions occur at 00:00. No time of the day is established for the adjustment, so people normally adjust their clocks at 0 hour of the given dates.
